Abstract

The development of tourism which is centered on the southern part of Bali
considered to raise prestige in the international tourism area. On the other hand,
the negative effects were also accompanied: environmental degradation, which is
marked by the increasing scarcity of clean water availability. This paper aims to
study water conflicts in southern Bali Tourism development result from the
standpoint of law, particularly UU No 7 Tahun 2004 on Water Management, and
relation to UU No 10 Tahun 2009 on Tourism. Structural Fungsionalismen
theory, conflict and social change are also used in this study. The results are (i)
the rule of law in the governance of water still needs to be improved, (ii) laws
need to be reviewed, especially in the privatization of water into the business
activities particularly related to tourism, (iii) cooperation among tourism
stakeholders in water use and (iv ) water Conservation
